Cancel agreement with Singapore Consortium: I.Y.R. Krishna Rao

Former Chief Secretary of Andhra Pradesh I.Y.R. Krishna Rao has demanded that the State government select the Master developer for the capital through Swiss Challenge and dismissed the argument that the Singapore companies were selected through the Swiss Challenge method.

Addressing a press conference here on Sunday, Mr. Krishna Rao said the agreements between the Andhra Pradesh government and the Singapore companies were against people’s interests and the State may have to pay compensation for these ‘illegal’ agreements. “This was an unsolicited proposal from the Singapore agencies and against the existing norms.”

He said he has written a letter to this effect to Chief Minister N. Chandrababu Naidu stating that Ascendas Singbridge and Sembcorp Development Company came forward through backdoor supported by the government. There was no competitive bidding anywhere, he alleged.

Mr. Rao also alleged that the whole episode affirms how Singapore has become a haven for converting black money to white and international newspapers have published stories about foreign companies using Singapore for converting black money. There are reports about Sharada scam money reaching Singapore and also from China and Indonesia, he said and questioned why should the A.P. Government use Singapore companies given their negative track record.

Even the Kelkar Committee appointed by the Indian Government on Public Private Partnership model of infrastructure development also stated that unsolicited proposals should be discouraged. In view of this, he requested the Government to terminate the contract and go for international competitive bidding process. The National Green Tribunal (NGT) was yet to pronounce its judgment. The government, however, was starting the works, he added.
