Ladies and Gentlemen

         Good evening.
It is my pleasure to join all of you today for the Appointment Ceremony of the North East Community Development Council (CDC) 6th Council Term. Please join me to welcome and congratulate all District Councillors who will be officially appointed today.

Review of 5th Council Term

2        The mission of the CDC can be summarised as “A, B, and C” – Assisting the Needy; Bonding the People; and Connecting the Community. The last Council Term saw North East CDC develop a set of innovative programmes and schemes to do just that, by tapping on ideas from our Councillors, grassroots leaders and residents.

3         For example, the Community Vouchers Programme has benefited some 1,000 low-income households since its launch in September 2012. The Café Corner and Mobile Library programmes promote neighbourliness and bonding.
The CDC has also organised financial literacy programmes for both the young and our seniors.

4         To engage more private corporations and organisations, the CDC organised its first Community Give Back Charity Golf and Dinner in 2011. More than $2 million have been raised over the past three years, benefitting 4,000 needy families annually.
 

Synergistic Partnership with WDA and SSO

5          In July last year, the CDC’s Social Assistance function was reassigned, with the setting up of the Social Service Offices under the Ministry of Social & Family Development.

6         Nonetheless, the CDC has continued to develop many good programmes to help residents in the North East district. In fact, several programmes were implemented in close partnership with the WDA Career Centre and the Social Service Office@Tampines, which are co-located with the CDC office.

7        Take for instance, the North East Community Employment Programme (CEP). This  programme is unique to North East CDC.  Officers in the Social Service Office and WDA Career Centre help to identify unemployed residents who need financial and employment help. The CDC then works with grassroots and community partners to source for interim community jobs. These include: Mobile library assistants, café corner assistants, and customer service assistants at CCs or RCs.

8         Through these interim jobs, these residents can earn some income and gain some work experience, rather than rely solely on financial assistance. Concurrently, the Career Centre helps to look out for suitable permanent jobs, and recommends the residents for training if necessary.

9          The Community Employment Programme adopts a holistic and integrated approach to help residents help themselves. It also demonstrates how the community has come together to help those in need. I am happy that close to 600 residents have benefited from the Community Employment Programme since it was started in November 2011.

Stepping Forward to Serve

10         All the good work done by the CDC would not have been possible without the strong support of the District Councillors. I am happy to see that North East CDC has brought in many new faces, who will bring in new ideas and dynamism. We have also retained familiar faces who know our community well, and have built up much experience helping our community.

11          The expertise, experience and networks that all of you bring from your various fields and professions will come in useful to help strengthen the CDC’s community efforts to reach those in need.

Conclusion

12          Let me extend my congratulations once again to all North East District Councillors on your appointment, and thank you for stepping forward to serve. With your support, I am confident that North East CDC will continue make a positive difference in the lives of our residents.
