Extraordinary Cambodia-Thailand GBC Meeting Concluded with Strong Outcome for Peace


Kuala lumpur: The Extraordinary General Border Committee (GBC) Meeting between Cambodia and Thailand, held in Kuala Lumpur, Malaysia, concluded successfully with both sides reaching agreement on 13 key points aimed at strengthening peace and stability along the shared border.



According to Agence Kampuchea Presse, the meeting was co-chaired by H.E. Gen. Tea Seiha, Deputy Prime Minister and Minister of National Defence of Cambodia, and H.E. Gen. Nattaphon Nakphanit, Acting Minister of Defence of Thailand. Also in attendance were observers from Malaysia, the United States, and the People’s Republic of China. H.E. Gen. Tea Seiha extended his deep appreciation to Malaysia for hosting and observing the meeting, as well as to the representatives of the United States and China for their active participation.



At the end of the meeting, both sides signed the 13-point Agreed Minutes, marking a significant step toward the full implementation of the ceasefire. The agreements include a comprehensive ceasefire arrangement that prohibits the use of weapons against civilians and military objectives, mandates maintaining current troop deployments, and restricts reinforcement along the border. It also prohibits provocative actions, such as entering each other’s air space, and emphasizes compliance with international humanitarian law regarding the treatment of captured soldiers.



The meeting also emphasized the need for regular communications between military units and regions along the border and scheduled a Regional Border Committee (RBC) Meeting within two weeks to ensure continued dialogue. Both sides agreed to refrain from spreading false information to maintain peace and foster an environment conducive to dialogue.



The implementation of the ceasefire will be monitored by an ASEAN observer team led by Malaysia, and interim observer teams will be established in each country. The next GBC Meeting is scheduled within a month after August 7, 2025, or an extraordinary meeting will be called if necessary.
