Washington: The United States Treasury Department has announced an unprecedented, whole-of-government economic campaign against the Islamic Republic of Iran and its enablers. This aggressive initiative aims to dismantle Iran's financial networks worldwide, mirroring the strategic coordination seen during World War II's D-Day operations. The campaign seeks to isolate Tehran economically until it stands alone on the global stage. According to U.S. Department of the Treasury, the operation, dubbed "Operation Economic Outcast," focuses on severing the economic lifelines that sustain the Iranian regime and the Islamic Revolutionary Guard Corps (IRGC). The campaign marks the start of a systematic effort to target all financial resources that support Iran, which is recognized as a leading state sponsor of terror. The Treasury Department has meticulously mapped out the networks and channels Iran utilizes to smuggle oil, evade sanctions, and fund terror activities. The U.S. government, through its Departments of Tre asury, State, and War, is pressing countries worldwide to take immediate action against Iran-related activities. A defined timeline has been set for countries to comply; failure to do so will prompt direct action from the Treasury. The latest announcement also broadens secondary sanctions for those continuing business with Iran, thereby accelerating U.S. enforcement measures. Today's actions involve significant expansions in the categories of Iran-related conduct subject to secondary sanctions, focusing on critical sectors such as digital assets, technology, gold, aviation, and shipping. The Office of Foreign Assets Control (OFAC) has sanctioned nearly 60 entities, individuals, and vessels involved in Iran's illicit nuclear and missile technology procurement, cyber operations, and oil-revenue networks. The Treasury's efforts have also intensified sanctions risks for entities engaging with Iran. The Iranian regime's increasing reliance on digital assets, technology acquisitions, and obfuscation of shipping t rades are being targeted. OFAC's new sectoral sanctions determinations under Executive Order 13902 allow for sanctions on foreign persons operating in or supporting these sectors of Iran's economy. OFAC has targeted nearly 60 Iran-linked entities, individuals, and vessels across various networks sustaining Iran's malign activities. These entities, spanning continents, have been involved in supporting Iran's ballistic missile development, cyber theft, and oil transportation, among others. The U.S. Department of State has also designated members of Iran's defense leadership and entities aiding military strikes against U.S. forces and partners. In a bid to disrupt Iran's global procurement network, OFAC has targeted entities and individuals facilitating the Iranian regime's acquisition of sensitive technology for nuclear and missile development. This action includes designations against Hong Kong and China-based companies that have covertly supported Iran's military institutions. The Treasury also focuses on Iranian cyber actors responsible for critical infrastructure intrusions and digital asset theft. Iranian individuals and networks, under the Ministry of Intelligence and Security, have been involved in cyber espionage and financially motivated cyber theft targeting U.S. infrastructure sectors. Furthermore, the Treasury has taken action against a network of shipping facilitators involved in transporting Iranian crude oil and petroleum products. Designations include UAE-based individuals and companies that have enabled oil sales and vessel operations for Iran's military and proxies. The sanctions imposed today underscore OFAC's close collaboration with the Treasury's Financial Crimes Enforcement Network (FinCEN) and reflect a broader U.S. strategy to isolate Iran economically. Violations of these sanctions may lead to civil or criminal penalties, and foreign financial institutions engaging with designated entities may face secondary sanctions. The Treasury emphasizes that the goal of sanctions is to foster p ositive change, not punishment, and provides a process for entities seeking removal from sanctions lists. The campaign against Iran represents a significant escalation in the U.S.'s efforts to curtail Iran's destabilizing activities globally.
